Job Responsibilities:

• Manage the annual procurement plan in coordination with departments to ensure their operational and strategic needs are met.

• Supervise the analysis of recurring and emerging procurement needs and provide recommendations to update the procurement plan based on market and regulatory changes.

• Oversee pre-qualification procedures for suppliers, set selection criteria, and ensure their compliance with the authority's requirements.

• Consolidate procurement needs across departments and propose unified purchasing methods to enhance efficiency and reduce costs.

• Manage the tendering, bidding, evaluation, and supplier selection process in coordination with technical and legal entities.

• Ensure adherence to best procurement practices (e.g., open tenders, limited tenders, direct purchases) based on the nature of each request, while ensuring fairness and transparency.

• Ensure the effective use of all resources to achieve the strategic plan objectives.
